It is commonly considered a follow-up of Duck Stab/Buster & Glen. The album pares down the concept and structure of the average commercial pop song and reduces it to a one-minute redux. It contains a compilation of 40 such sixty-second vignettes. The album used several session musicians, including Chris Cutler, Snakefinger (who sings lead on many tracks) and Fred Frith as well as two anonymous guest vocalists, Lene Lovich ("Picnic Boy") and Andy Partridge ("Margaret Freeman") .

The first album, The Mark of the Mole, tells of how the primitive but hard-working Moles were driven from their homes and forced to live with the sophisticated and superficial Chubs, who used them as cheap, lower-class labour until the friction between the groups exploded into war. The second part, The Tunes of Two Cities, doesn't tell a story, but rather juxtaposes music from the two cultures. One of The Residents actually kept a diary of his travels on that tour and graciously offered a portion for this book. He explained to me that The Residents are often difficult to understand because their projects are so often defined by personal struggles. Whatever Happened To Vileness Fats? is the soundtrack to the 1984 short film of the same name by The Residents, and released in 1985 by Ralph. Following the financial failure of The Mole Show, The Residents returned to the reels of their abandoned film Vileness Fats in 1984 to fashion a new short film out of some of the footage. In this case, the album presents some songs by a fictional band called The Big Bubble. The band forefronts the Zenkinite movement, the Zenkinites being a crossbreed of the Moles and Chubs which were introduced in Mark of the Mole. The four models portraying the Big Bubble on the cover have never been identified. Despite rumors, the Residents claim that they themselves are not in the cover photo

It was originally recorded as a follow-up to 1974's Meet the Residents. However, following the Theory of Obscurity, it was immediately locked away in a bank vault with no plans to issue it until the members of the band had completely forgotten about its existence. It did surface in 1978 due to continued delays on the Eskimo album and the Cryptic Corporation's desire to have some sort of Residents release, as the re-release of the single "Satisfaction" the same year had garnered some attention in Europe .
